Slice the steak against the grain.
In a small bowl, mix 1 tablespoon of cornstarch with salt and pepper. Toss the sliced beef in the mixture and set aside.
In another bowl, combine the soy sauce, honey, sugar, garlic, sesame oil, ginger, and 1 tablespoon of cornstarch. Set aside.
Heat 1 tablespoon of vegetable oil in a large skillet or wok over high heat. Stir fry the beef in batches for 2-3 minutes until browned. Remove and set aside.
Add another tablespoon of oil to the skillet. Stir fry the vegetables for 4-5 minutes until tender-crisp.
Return the beef to the skillet, pour in the sauce, and toss to coat. Cook for 1-2 minutes until the sauce thickens and everything is heated through.
Garnish with green onions or sesame seeds and serve hot over rice or noodles.
